Contributions to the Trustees of the Republican Leadership Trust are non-Federal campaign contributions and are governed by Pennsylvania Election Code and/or the Pennsylvania Uniform Trust Code. Campaign contributions by corporations (other than those primarily involved in politics), labor unions, federal government contractors, national banks and foreign nationals without permanent residency status are prohibited. Pennsylvania law requires the Trustees to report the name of employer and occupations for contributions that aggregate in excess of $250 in a year.

Notwithstanding Pennsylvania election law, all non-Federal contributions earmarked for any statewide or local candidate in a state other than Pennsylvania may be further restricted or limited by the applicable campaign finance laws of the respective state.  The Trustees of the Republican Leadership Trust act only as custodians for the purpose of transferring contributions earmarked for respective campaigns or Republican committees and assess only bank processing fees assessed against the Trust by the respective banking institutions. 

A full accounting of all monies in escrow are periodically filed with the Secretary of the Commonwealth of Pennsylvania, the Internal Revenue Service, and when required, with the Orphans Court division of the First Judicial District of Pennsylvania.
